Why couldn't UN weapons inspectors figure out if Saddam had WMDs if they had 10 years to do so?

The Gulf War ended in 1991. It wasn't until after Saddam was removed from power over a decade later that it was finally declared there were no WMDs. The UN weapons inspectors had over a decade to say conclusively whether or not he did. Were they that incompetent?
