Well if you want to make a gangster film and this has to link to that you could look into representation. Traditionally, gangsters in film are considered as the Italian Mafia but literally gangsters are members of an organized group of criminals. It could make for a good piece and you could easily write 2000 words on it. World cinema could feature heavily in it. Don't forget the Chinese, Japanese and racketeers. Even youth gangs. Good luck.
