I have been in Navy DEP for a year and a half...?

I have been in the delayed entry program for the navy since i was a junior in high school and im graduated now. My ship date was supposed to be august 4th but 2 months before my date my recruiter tells me that their pushing back my ship date 8 months. then he makes me signa paper that says that i choose to have my date changed, which is BS. He tried to tell me that it was standard procedure. It was my understandin gthat you couldnt be in DEP for more than a year anyways. So I want to know is my recruiter just jerking me around and is it legal for him to keep me in that program for over a year (almost 2)
